Krystyna , your own version of Openstreetmap (the default maps shown on data.gov.ie) does not always show road numbers below regional road level. You could look at fixing that lacuna around release time.

The publicly owned housing database is called iHouse I think.
By the way NO Local Authority 'gave' the data to Openstreetmap. It was up to individual OSM editors to hunt it down and tag the roads themselves. OSM certainly has the best public dataset of L Road numbers in Ireland but it is incomplete at this time and probably warrants a good systemic sweep to finish it after your request is actioned Deirdre.

I would contact the CEO of the LGMA. The LGMA holds a number of datasets that are maintained by individual local authorities but stored centrally by the LGMA. I believe they also have a DB on Local authority housing.

The Data is all held on a database named Maproad or MaproadPMS and the database is owned by the LGMA ( LGMA.ie) quango within the department of Housing.
The public is entitled to the data under the provisions of section 10(5) of the Roads Act 1993 and with WGS84 format (Long and Lat) start and end points for the public road.
