This is a points dataset of licensed and licensable Section 4 discharges to water to support the characterisation of waterbodies for the 2nd Cycle of River Basin Management Planning. These sites were collected by RPS, upon appointment by EPA in October 2015. This dataset takes in account, among other datasets, the Section 4s dataset developed in 2005 as Point Source Pressures for the Article 5 Characterisation and Risk Assessment Report for the Water Framework Directive 2000/60/EC; (European Communities (Water Policy) Regulations 2003 (SI 722 of 2003)).

Provenance information The Water Framework Directive (WFD) Article 5 characterisation process requires an analysis of the pressures and impacts that human activities exert on Irish waters to be undertaken in order to identify those waterbodies that are at risk of failing the objectives of the directive. This data will support the characterisation of waterbodies for the 2nd Cycle of River Basin Management Planning. Section 4's (under the Water Pollution Acts) are Local Authority Licensed industries that discharge trade effluent into waters. The majority of the data was collected from the relevant Local Authority but additional data was acquired from EPA, Irish Water, GSI, RPS and DECLG. It was attempted to verify the location of each point to sub-meter accuracy but this was achieved on only approx. 50% of the points. This is represented in the location confidence values.
